Guidance for businesses seeking a levy transfer

The Apprenticeship Levy Support service aims to link businesses seeking apprenticeship funding with levy paying businesses willing to transfer their levy to fund apprenticeships in other organisations. If you are a Leeds City Region business seeking levy transfer funding, you can ask your training provider to register with us.

Businesses located in Leeds City Region can seek support from the Apprenticeship Levy Support service via their preferred training provider. Our support is available to levy paying and non-levy paying businesses facing challenges securing funding for an apprenticeship for one of the following reasons: 

  • the business is unable to find a training provider which has funding available to fund the required apprenticeship(s) standard or
  • the business is a levy payer which has committed all its own levy funding

Businesses without a preferred training provider who would like support with the process of recruiting an apprentice, can contact the Leeds City Region Employment Hub for free and impartial advice.  

If your business is looking to recruit an apprentice(s) but the training provider you’ve approached has no funding available, you have two options:

  1. you can try and find an alternative training provider, which delivers the apprenticeship standard and still has funding available. Our Employment Hub can provide free and impartial advice to support you.
  2. if an alternative is not available, you can ask your preferred training provider to register the apprenticeship(s) at risk on our Levy Transfer Register, on your behalf.

The apprenticeship(s) can be at any level and from any sector but must be an apprenticeship standard not a framework. Your business must be located in Leeds City Region to access the service. See our FAQs for more information.

Step 1 - Registering an apprenticeship(s) with the Apprenticeship Levy Support service
  • If you have asked your training provider to register an apprenticeship(s) with the service, they will contact us to let us know.
  • The training provider will complete a levy transfer registration form with details of the apprenticeship(s) at risk, including level, cost as well as some details about business, including its name and location.
  • This information will be added to the Levy Transfer Register. We will then aim to facilitate introductions between your training provider and a levy paying business to discuss a potential levy transfer.
  • Please note that entry on the register does not guarantee that we will be able to facilitate an introduction or that funding will be secured from a levy transfer.
Step 2 - Levy transfer introductions

The Apprenticeship Levy Support service aims to facilitate introductions between training providers, who have registered an apprenticeship(s)s requiring funding and levy-paying businesses, on a first come, first served basis, based on date of entry of the apprenticeship(s) on the Levy Transfer Register.

Some levy-paying businesses may stipulate that they will only consider a levy transfer to a business within their sector. We have no influence over this or its potential impact on facilitating introductions.

Some levy-paying businesses may ask to meet you, to understand more about your business and the apprenticeship(s) which require funding, before making any decisions about a potential levy transfer. Your training provider will let you know if this is the case.

Please note that an introduction to a levy-paying business does not guarantee that funding will be secured from a levy transfer.

Step 3 - After the levy transfer discussion

Following the discussion, if a levy transfer has been agreed, the training provider will contact you to arrange the levy transfer. Your business will need to register with the apprenticeship service before the transfer can take place. If you do not have an apprenticeship service account already, your training provider can help you set one up.

The training provider will also contact us to let us know the outcome of the discussion.

If a levy transfer has been agreed, we will update the Levy Transfer Register to reflect this. We will also send you a short feedback survey via your training provider and would be grateful if you could spare a few minutes to complete and return this.

If a levy transfer has not been agreed, we will aim to facilitate a further introduction between your training provider and a levy-paying business.
