lep grants

We typically provide grants of between £10,000 and £250,000 to small and medium sized businesses who are based in the Leeds City Region, or planning to invest here.


Our grants are for small and medium sized businesses who will use the funding for capital investment in fit-out and refurbishment of buildings, plant, machinery and equipment, creating permanent jobs in the Leeds City Region.

We also consider applications from larger companies under certain circumstances. Please contact us on BusinessGrowth@the-lep.com to discuss your project.


In order to receive funding:

  • You must be based in the Leeds City Region, which includes the local authority areas of Barnsley, Bradford, Calderdale, Craven, Harrogate, Kirklees, Leeds, Selby, Wakefield and York
  • Your investment project must create permanent new jobs in the Leeds City Region
  • You will be expected to create at least one new job for every £7,500 - £12,500 of grant received, with the higher level of grant only available for jobs paying above the Real Living Wage (currently £8.75 per hour)
  • Apprenticeship jobs are permissible but you must pay the apprentice at least the National Minimum Wage appropriate for the age of the apprentice (rather than the lower national apprenticeship wage)
  • In accordance with State Aid rules, you can apply for a maximum grant of between 10 and 20% of your project costs, depending on the size of your business
  • You must have private finance available: either your own, from a bank, or other commercial finance to invest alongside the grant (please note: the minimum total project cost is £50,000 - therefore you must have at least £40,000 of private sector finance to invest for every £10,000 in grant)
  • Your business must have been established for at least 12 months and must operate from commercial premises
  • You must generate the majority of your turnover by trading with other businesses or your application must demonstrate how the grant-supported project will lead to this
  • Projects must support the City Region’s key growth sectors and/or their direct supply chains: specifically health and life sciences, digital and creative industries, low carbon and environmental industries, manufacturing, financial and professional services or business to business services
  • Refurbishment or renovation projects will only be supported where the applicant will be the sole occupier within the refurbished or renovated business property 
  • Businesses engaged in retailing or providing localised business to consumer services are not eligible for grant support

As part of the West Yorkshire Combined Authority and Leeds City Region Enterprise Partnership’s (LEP) commitment to deliver inclusive growth that benefits everyone, we have introduced new measures to encourage your business to maximise its positive impact on the region.

If you receive a grant of over £50,000, you will be expected to make additional commitments. Examples include:

*A programme is currently under development that will offer supply chain support to applicants. In the meantime you may be referred to the University of Huddersfield if you wish to benefit from this programme.

The expected commitment will vary depending on the level of grant awarded:

  • For grants from £50,000 - £99,999, you are expected to agree to two or more of the additional commitments
  • For grants from £100,000 - £249,999, you are expected to agree to three or more of the additional commitments
  • For grants of £250,000 or above, you are expected to agree to four or more of the additional commitments, one of which must be paying staff the Real Living Wage
